Ingredients

For the beef mixture:

1 pound ground beef
1 1/2 teaspoons chili powder
1 1/2 teaspoons dried oregano
1 1/2 teaspoons salt
black pepper to taste
3 cups long-grain rice cooked
1 (7-ounce) can mushroom stems and pieces drained
1 medium green pepper sliced

For the sauce:

1 cup plus 2 tablespoons sugar
1/3 cup cornstarch
2 1/2 cups cold water
1/3 cup white vinegar
1/3 cup ketchup
1 1/2 teaspoons salt
black pepper to taste

Directions

Preheat the oven to 350 degrees F.
Grease a 9x13-inch baking dish.
In a large skillet over medium-high heat, cook and stir the beef until it is browned and crumbly, about 5-7 minutes. Drain the excess grease.
Add the chili powder, the oregano, the salt, and the black pepper to the beef and mix well.
In the prepared baking dish, add a layer of the cooked rice, a layer of the beef mixture, a layer of the mushrooms, and a layer of the green pepper slices.
In a large saucepan, add the sugar and the cornstarch and mix well.
Add the cold water, the white vinegar, the ketchup, the salt, and the black pepper to the sugar mixture. Bring to a boil and cook, stirring constantly, until it thickens, about 2 minutes.
Add the sauce mixture on top of the green pepper layer.
Bake, uncovered, until it is heated through, about 30 minutes.
Plate and serve.
